Forming as a merger of various national intelligence services on Earth, the Sol Intelligence Service (SIS) is the interstellar intelligence agency of the United Nations responsible for information and intelligence gathering away from Earth, using methods such as human intelligence and cyberintelligence to do so, alongside sustaining national security within Earth and the solar colonies. It is rumoured that the SIS possesses a paramilitary wing of specialist NAVSOC operators for conducting raids and operations against enemies of the state, based on the existence of the Office for Clandestine Operations, which has little to no publicized information regarding their purpose.

Operating at a much higher level of discretion and secrecy than Earth-based agencies such as the CIA and MI6, a majority of the SIS's activities remain classified and unbeknownst to the public eye, operating with little oversight and freedom to do whatever they want, above the boundaries of morality. The Sol Intelligence Service is comprised of two major directorates: External Intelligence (EI) and Internal Intelligence (II), which were previously two different services during the Martian Revolution and their respective initial founding. Both were reinstated as the singular Sol Intelligence Service following the Martian Revolution as Sol had entered a long period of peacetime. External Intelligence possesses no domestic law enforcement capacity, but Internal Intelligence does - that being said, neither directorate possess diminished intelligence collection, external or domestic.

Mission

The Sol Intelligence Service, through both Internal and External Intelligence, concerns itself with the following goals;

  • Preservation of the Solar status quo;
  • Analyzing foreign intelligence in the form of organized crime intelligence or potential national rivalries;
  • Supervision of soldiers within the Peacekeeper Corps and naval vessels within the Sol Defence Corps, and;
  • Counterintelligence, counterterrorism and cyberintelligence.

Operational Doctrine

Agents employed by the SIS operate under a doctrine of complete and total anonymity in all legitimate SIS operations. Though not stated to be an aspect of their operational doctrine (the SIS has never publicly released an operational doctrine) the Sol Intelligence Service has frequently used the tactic of decoy agents in order to redirect attention away from actual operations. These decoy operations usually take the form of blatant Sol Intelligence Service 'operatives' on a mission of some form to attract public attention, taking advantage of the Sol Intelligence Service's bad reputation in order to allow other, more clandestine operations to occur under the guise of the decoy operation. This may often result in the death of a decoy operative, which while the SIS works frequently to avoid, recognizes is an inevitability and is somewhat useful to the decoy operation. Any operatives one may encounter that allow their association with the SIS to be known are decoy operatives without exception, except for in the hypothetical scenario where an agent proper disobeys the operational doctrine.

Operative proper conduct clandestine operations in total anonymity, often taking up fake identities related to their current assignment - for instance, an agent in the Office for Military Surveillance, Naval will likely be given a faux identity as a servicemember of the Sol Defence Corps, or an agent in the Office for Jovian Affairs may receive a Jovian or Europan citizenship.

DONT Acronym

The DONT acronym is the semi-official colloquial doctrine of the Sol Intelligence Service and it's operatives, outlining the basic responsibilities they have as an operative.

D Doctrine "You must always follow legitimate orders."

Practically the establishment of the doctrine itself, informing operatives to always follow orders without exception. Additionally, they are to fervently respect the chain of command, not only in the SIS but also related to their faux identity given the circumstance.

O Opportunity "You must never give up a chance for information."

SIS operatives are to pursue any lead they may find that would not guarantee the compromise of them and their mission. To give up an opportunity to further their mission and finish it as quickly and efficiently as possible is a violation of the doctrine.

N Nameless "You must never reveal your identity."

Establishes the doctrine of anonymity within the SIS.

T Tenacity "You must always stay determined to complete your mission."

SIS operatives are expected to go through with their mission recognising potential threats to their own life. On an additional note, if an SIS operative deliberately abandons a mission with the possibility to continue, or disbands, they are subject to immediate execution.

History

The predecessors to the Sol Intelligence Service, the UN External Intelligence Service and the UN Internal Intelligence Service were both founded in response to the Martian Revolution, with UN External Intelligence conducting vital intelligence gathering against the Ares Freedom Fighters and the rebel Martian Commonwealth, their intelligence gathering alongside special operations playing a vital role in Earth's strategic victory over Mars, while UN Internal Intelligence was tasked with supervising civilian sentiment in the solar colonies, tasked frequently with putting down anti-UN and pro-Commonwealth sentiments in the UN population alongside preventing major nations on Earth and major companies from providing under-the-table or outright support to the Martian Commonwealth, and in rare cases, counterintelligence against the efforts of the Martian Commonwealth, though the rebel government had little in the way of intelligence warfare. These two organisations in conjunction severed the Martian rebel's influence outward from Mars and crippled their offensive efforts, with the SIS often considered the largest player in the Commonwealth's failure.

After the Martian Revolution, the two organisations continued to operate as normal, Internal supervising post-revolution population and External picking up the duty of supervising growing organised crime and piracy. These two organisations remained unknown to the public under 2097, two years after the end of the Martian Revolution, where the two were combined into the Sol Intelligence Service for the sake of efficiency and centralising funding, alongside a public image. The Sol Intelligence Service is responsible for hunting down splinter rebel groups and sustaining an espionage network across Sol, alongside the passive supervision of military assets and the Solar population.

Various memo leaks throughout 2098 to 2110 revealed that the SIS, much like it's planetary analogues, had participated in controversial practices such as torture and drug-induced interrogation (much like MKUltra) for conspirators inside the agency's custody alongside participants in the Martian Revolution. Despite a UN official statement in 2112 stating these methods had come to an end, it is unknown today if they have delivered. As a result, the SIS has an extremely low reputation in the eye of the public. An agent openly admitting their allegiance would be career-ending or worse, and would get them lynched in places such as Mars or some Sol Defence Corps vessels.

Chain of Command

Supervising External and Internal Intelligence and all of their subsidiaries, alongside the general office of Intelligence Technology, the positions within Chain of Command in the Sol Intelligence Service are primarily held by 'claimants' from the merger organizations which form the SIS. The Director of the Sol Intelligence Service is kept in completely anonymity, but is frequently represented by their Deputy Director.

External Intelligence Service Offices

External Intelligence handles everything that can generally be considered outside of Earth and Luna, handling affairs on all of the colonies solar and extrasolar and handling affairs related to UN colonial space. External Intelligence also handles military surveillance, overlooking important aspects of the Sol Defence Corps and the Peacekeeper Corps.

EI Colonial Affairs Offices

As External Intelligence is delegated responsibility over intelligence in all of the United Nation's colonies, EI possesses a number of offices for directing efforts regarding each planet under UN control, excluding Earth and Luna, which are under the jurisdiction of Internal Intelligence. The Martian and Venusian affairs offices are by far the largest.

Internal Intelligence Service Offices

Internal Intelligence is delegated responsibility over the celestial bodies of Earth and Luna and are responsible for the surveillance and regulation of major government organs which constitute the UN, including it's member states and the UN secretariat itself. Internal Intelligence operates more closely to the United Nations government than External Intelligence and is generally considered to be the less independent of the two. II offers services to the entirety of the SIS in the form of less regulated law enforcement capability and legal consult, which is generally regarded to be a publicity farce.
